For me, it is clear that it is a nickname. In the village where I was born, Villance, to laugh at people who showed "superiority", they "began" with " lu Baron"; afterwards: 'lu conte", then (as a reaction ?) "li Rwè"; (we had not "L' Impreur") then "li Påpe"; and the end "li Bon Diu". They did not found anything higher !

These nicknames, as often, became family names. So Wallonia is full of "Lecomte", "Leprince", "Leroy", "Lempereur", "Lepape". (only "Baron" and "God" where not used).

Historical explanation (Louis XV of France impregnated a young Belgian girl, and she bore him a son in 1730) can explain ONE of the Lempereur families, but I am sure that all Lempereur families are not related.
Moreover, in the case of "Lepape", it is not "awaitable" that the Pope of Rome would have impregnated a young Walloon girl. I say "Walloon" because I ignore if those sorts of family names exist in Flander.
